One of the main draws of a conference is it's speakers, but you'll need all your diplomatic skill, contacts and patience to bring together the people you want. There are no hard and fast rules, but think about why you want particular speakers: some will, hopefully, bring in a audience; some will have particular knowledge and skills and some will be entertaining speakers. Hopefully some will be all three! Be prepared to be flexible; you may need to change speakers at the last minute. Some speaks will expect to be paid - at the very least you should offer to cover their expenses.
